Former Delaware Attorney General Beau Biden, son of U.S. Vice President Joe Biden, died on Saturday after battling brain cancer, the vice president said. He was 46. CHICAGO — The owner of a dog that mauled a 5-year-old boy to death has been issued two citations, but no criminal charges have been filed.
